Department of Transportation must enter into agreements with Mooresville Police Department to place automatic license plate reader systems on Department-owned land or rights-of-way within city limits.

License plate reader systems must be temporary, above ground, removable, contain no combustible fuel, and comply with existing state law regarding their use and operation.

Department can revoke authorization for any system with at least 30 days' notice, and systems must be removed upon request by affected public utilities; Department and utilities are only liable for damages caused by gross negligence or willful misconduct.

Department of Transportation must submit a report by March 1, 2024 to legislative oversight committees detailing the written policy for each system, data requests by agency, and data preservation practices compared to annual data captured.

Act becomes effective upon enactment and applies to all automatic license plate reader systems placed or in use on or after that date.
