Requires state agencies, local boards of education, community colleges, public health authorities, public hospitals, counties, cities, and certain authorities to maintain and disclose public records including employee name, age, salary, employment date, position, and contract terms.

Mandates disclosure of general descriptions of reasons for promotions, demotions, transfers, suspensions, separations, and dismissals as public records, with written notice of final decisions required for disciplinary dismissals.

General descriptions become part of the official record upon the later of: expiration of time to file an administrative appeal or final decision in an administrative appeals process.

Prohibits disclosure of information protected by HIPAA, the Americans with Disabilities Act, or other applicable law; descriptions listing such information shall be marked "description of action prohibited by applicable law."

Requires all affected employers to adopt personnel policies by November 30, 2023, permitting employees to challenge the wording of general descriptions for actions occurring on or after December 1, 2023; effective December 1, 2023.
