Changes the earliest school opening date for Durham County Schools from the Monday closest to August 26 to August 10, allowing schools to begin earlier in the year.

Permits Durham County Schools to administer student achievement assessments and final exams prior to the conclusion of the fall semester if the calendar concludes the fall semester before December 31.

Removes the State Board of Education's role in waiving opening date requirements for Durham County Schools, giving the local board direct authority over calendar decisions.

Applies exclusively to Durham County Schools and becomes effective for the 2023-2024 school year.
