Extends Southeast Regional Airport Authority member terms from two years to four years, effective January 1, 2024

Changes the threshold for counting interim appointments toward term limits from one year to two years of unexpired term remaining

Establishes staggered initial terms for current members expiring December 31, 2023, with reappointment allowed for two successive four-year terms thereafter

Exempts the Authority from state property disposition procedures under Article 12 of Chapter 160A, allowing sales by public auction or negotiated private sale

Requires approval from City of Laurinburg City Council, Town of Maxton Town Council, and Scotland County Board of Commissioners for any real property sales
