Requires the Division of Motor Vehicles to include a solicitation for enrollment in the National Marrow Donor Program registry with all applications for driver's licenses, identification cards, and learner's permits, effective January 1, 2024.

The solicitation form must be approved by the Commissioner in consultation with the National Marrow Donor Program and include notification that enrollment constitutes consent to share applicant information and an explanation of how the program will follow up with enrollees.

Directs the Division to electronically transmit monthly to the National Marrow Donor Program all registerable data from applications that elect to enroll in the registry.

Requires the Division to enter into a memorandum of understanding with the National Marrow Donor Program regarding the language used on the enrollment form.

Expands the definition of "organ" under the Organ Donor Registry to explicitly include bone marrow, clarifying the Division's authority to permit tissue donation registration.
