Creates new licensing and permitting requirements for firms and individuals who install, inspect, repair, recharge, service, or test portable fire extinguishers and fire suppression systems in North Carolina.

Firms must obtain a $250 license and individuals must obtain a $100 permit from the North Carolina Commissioner of Insurance through the Office of the State Fire Marshal.

Licensed firms must maintain a minimum $1,000,000 comprehensive liability insurance policy and comply with National Fire Protection Association standards or other nationally recognized standards adopted by the Commissioner.

Establishes grounds for denial, suspension, probation, revocation, or nonrenewal of licenses and permits, including improper installation or service, fraud, failure to maintain insurance, and criminal convictions involving dishonesty or breach of trust.

Violators face civil penalties of up to $1,000 for a first offense, up to $2,000 for a second offense, and up to $5,000 for subsequent offenses; willful violations are Class 1 misdemeanors.

Becomes effective October 1, 2023.
