Appropriates $50,000,000 from the State Emergency Response and Disaster Relief Reserve to the Transportation Infrastructure Resiliency Fund, to be administered by the Department of Public Safety, Division of Emergency Management.

Modifies grant program eligibility to include state agencies, units of local government, metropolitan planning organizations, rural planning organizations, councils of governments, and nonprofit corporations for transportation resilience projects against natural disasters.

Establishes individual grant limitations of 10% of available funds, or 20% for awards of regional significance (projects serving regional transportation needs including access to major activity centers and planned developments).

Expands eligible project uses to include infrastructure updates for storms, mudslides, rock slides, and flooding events; risk assessments for critical transportation routes; community-informed flood risk and vulnerability assessments; and nonfederal matching funds for federally funded transportation projects.

Allows projects to incorporate forward-looking climate data, additional elevation above base-flood elevation, and consideration of floodplain location into design standards.

Becomes effective July 1, 2023.
