Defines "electric vehicle charging station" as a public or private parking space with charging equipment designed to transfer electric energy to an electric vehicle battery or energy storage device.

Prohibits parking vehicles in designated EV charging stations unless the vehicle is connected to the charging equipment, enforceable as an infraction with a $100 fine.

Requires EV charging station spaces to be marked with vertical signage consistent with the Manual on Uniform Traffic Control Devices for Streets and Highways published by the U.S. Department of Transportation.

Allows municipalities to establish ordinances imposing additional prohibited conduct and higher penalties for violations of EV charging station parking restrictions.

Prohibits EV charging stations from displacing handicapped accessible parking spaces required by the North Carolina State Building Code or reserved parking for veterans.
