Permits health benefit plan sponsors to obtain consent for electronic delivery of required communications to covered individuals, with opt-out rights and fallback to U.S. Mail if email addresses become invalid.

Establishes the Firefighters' Cancer Insurance Program providing lump sum benefits up to $37,000 per cancer diagnosis and monthly disability benefits up to $5,000 for nonvolunteer firefighters or $1,500 for volunteer firefighters.

Increases monthly pension payments for North Carolina Firefighters' and Rescue Squad Workers' Pension Fund members from $170 to $175 per month and monthly contributions from $10 to $15.

Allows firefighter and prevention services applicants who have been North Carolina residents for over five years to use county clerk of court or third-party vendor background checks as alternative to standard criminal history record checks.
