Senate Bill 324 - Interstate Medical Licensure Compact

• Establishes the Interstate Medical Licensure Compact, allowing physicians to obtain expedited licenses in multiple member states through a streamlined process rather than separate state applications.

• Creates the Interstate Medical Licensure Compact Commission composed of two voting representatives from each member state to administer the compact, promulgate rules, and enforce compliance.

• Requires physicians to meet specific eligibility criteria including graduation from accredited medical schools, passage of USMLE or COMLEX-USA within three attempts, completed graduate medical education, specialty certification, and a clean disciplinary record.

• Implements automatic license suspension and coordination between member state boards when discipline is imposed, with the primary state's license status determining the status of licenses in other member states.

• Requires North Carolina's Medical Board to appoint two commissioners to the Interstate Commission and establishes procedures for criminal background checks and licensing fees for compact applicants.

• Becomes effective October 1, 2023, pending enactment by at least seven states for the compact to become operational.
