Prohibits counties from regulating the operation of online marketplaces or requiring them to disclose personally identifiable information about users, except pursuant to a subpoena or court order.

Prohibits cities from regulating the operation of online marketplaces or requiring them to disclose personally identifiable information about users, except pursuant to a subpoena or court order.

Defines "online marketplace" as any person or entity that provides an online platform (application, software, website, or system) for services advertised or offered in North Carolina and facilitates transactions through payment systems, communication of offers, or operation of electronic infrastructure.

Excludes local and State entities or vendors from the definition of online marketplace.

Preserves all other authority granted to counties and cities under State statute and becomes effective upon passage.
