Extends the term of limited driving privileges until the Division determines whether a person meets conditions for license reinstatement, effective December 1, 2023.

Revises penalties for moving offenses committed while driving with a suspended or revoked license: eliminates additional revocation for first offense if underlying offense is resolved or payment plan is in place; reduces second offense revocation to one year; sets third and subsequent offenses at two years (or permanent if revoked for impaired driving), effective December 1, 2023.

Expands G.S. 14-401.27 to prohibit impersonation of taxicab drivers in addition to transportation network company drivers, making violations a Class H felony if committed during another felony or Class 2 misdemeanor otherwise, effective December 1, 2023.

Amends the effective date language of S.L. 2015-186 to clarify that prosecutions for offenses committed before the act's effective date remain subject to prior statutes.
