Senate Bill 342 Summary

• Authorizes the Division of Motor Vehicles to issue certificates of title for all-terrain vehicles, modified utility vehicles, and utility vehicles upon application and payment of the established fee.

• Application for title must include owner's name, mailing and residence address, driver's license number, and vehicle description including make and model.

• Removes the blanket prohibition on registering utility vehicles and all-terrain vehicles, allowing them to receive certificates of title instead of registration.

• Expands where modified utility vehicles may be operated to include streets and highways with posted speed limits up to 55 miles per hour, except on roads with four or more travel lanes unless the speed limit is 35 miles per hour or less.

• Effective October 1, 2023, for all registrations and certificates of title issued on or after that date.
