Establishes 11-month extended-year contracts for initially licensed teachers, teachers in low-performing schools, mentor teachers, and certain veteran teachers, with mandatory contracts for initially licensed and low-performing school teachers.

Requires local boards to designate up to 10% of teachers as mentor teachers based on teaching effectiveness and student success, with mentor teachers receiving optional extended-year contracts.

Allows veteran teachers (holding five-year license with 6+ years experience) to receive optional extended-year contracts one year out of every three-year employment period.

Specifies additional 11th-month duties including mentoring, professional development, extended school year instruction for struggling students, and professional collaborations.

Appropriates $310,000,000 in recurring funds to the Department of Public Instruction for the 2023-2024 fiscal year to implement extended-year contracts, effective July 1, 2023.
