Allows abortion before fetal viability without imposing an undue burden, and permits abortion after viability only when necessary to preserve the life or health of the pregnant person, codifying Roe v. Wade and Planned Parenthood v. Casey standards.

Expands who can perform abortions to include physician assistants, nurse practitioners, and certified nurse midwives in addition to physicians, provided they meet specified training requirements.

Removes requirement that abortions be performed only in hospitals or certified clinics, allowing performance by any qualified health care provider in appropriate settings.

Eliminates state restrictions on abortion coverage in health insurance plans for state employees, county employees, and city employees.

Repeals existing North Carolina abortion restrictions including the state funding limitation on abortions and the Article 1I regulations on abortion facilities and procedures.
