Senate Bill 357 Summary

• Extends the reversion deadline for nonrecurring appropriations from June 30, 2024 to December 31, 2024, allowing agencies additional time to expend allocated funds.

• Reduces State Fiscal Recovery Fund allocations by $831.4 million across multiple departments, including $800 million from the Department of Environmental Quality's infrastructure grants and $11.99 million from DHHS Premium Pay Bonuses.

• Reallocates $32.85 million from reduced SFRF funds to the Department of Health and Human Services for Childcare Stabilization Grants and $800 million to offset General Fund appropriations across state government for allowable pandemic recovery uses.

• Appropriates $800 million in new General Fund nonrecurring money to the Department of Environmental Quality to replace the SFRF reduction for previously designated water, wastewater, and stormwater infrastructure projects.

• Increases administrative cost caps for the Personal Education Student Accounts for Children with Disabilities Program from $2 million to $3 million annually and allows unused Opportunity Scholarship administrative funds to support this program.

• Makes citizens of the Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau eligible for in-state tuition rates at North Carolina universities, effective July 1, 2024.
