Eliminates the Lottery Commission's authority to expend public funds on lottery advertising, effective July 1, 2023.

Redirects annual lottery revenues from $1,000,000 to $31,000,000 total to the Department of Health and Human Services, split between $1,000,000 for gambling addiction education and treatment programs and $30,000,000 for foster care programs.

Removes "advertising" and "promotion" from the list of allowable lottery operating expenses while maintaining retailer advertising compliance standards for responsible gaming information and prohibitions on misleading or deceptive content.

Clarifies that lottery game retailers may still conduct advertising, but such advertising must be tastefully designed, minimize appeal to minors, and include actual or estimated odds of winning.
