Creates an independent Office of the State Fire Marshal within the Department of Insurance, allowing the office to exercise duties independently of the Department while receiving general administrative support from the Commissioner.

Establishes the State Fire Marshal as a separate position appointed by the Commissioner with Senate consent, serving a three-year term and must be a person other than the Commissioner.

Allows the Commissioner to make interim appointments if a vacancy occurs when the General Assembly is not in session, pending Senate confirmation.

Designates the Insurance Commissioner as State Fire Marshal on an interim basis until the Senate confirms an independent State Fire Marshal.

Becomes effective January 1, 2024.
