Authorizes the North Carolina Division of Motor Vehicles to issue mobile drivers licenses as supplemental digital versions of valid drivers licenses upon applicant request.

Defines a mobile drivers license as an approved digital version containing the same data elements as a physical license and linked to a mobile device, with legal equivalence to a valid license.

Requires the Division of Motor Vehicles to conduct a study and develop an implementation plan addressing process changes, staffing needs, costs, security concerns, law enforcement issues, and timeline for mobile drivers license rollout, with findings due to the General Assembly by January 1, 2024.

Establishes July 1, 2025 as the effective date for the mobile drivers license authorization and definitions, with remaining provisions effective upon enactment.
