Appropriates $129,304,552 in recurring General Fund dollars to the Community Colleges System Office for the 2023-2024 fiscal year to fund 10% salary increases for community college personnel.

Appropriates an additional $258,609,104 in recurring General Fund dollars for the 2024-2025 fiscal year to provide an additional 10% salary increase for community college personnel.

Appropriates $25,000,000 in nonrecurring funds for the 2023-2024 fiscal year to be used for recruitment and retention bonuses in allied health, transportation, engineering, trades, sciences and biotechnology, and information technology fields.

Allows community colleges discretion in using recruitment and retention funds for merit pay, across-the-board increases, recruitment bonuses, retention increases, and other compensation increases under State Board of Community Colleges policies.

Requires the State Board of Community Colleges to report to the General Assembly and Fiscal Research Division on use of recruitment and retention funds by March 1, 2024, with the act becoming effective July 1, 2023.
