Authorizes the City of Northwest to amend its charter to establish residency districts for city council elections, replacing the previous at-large election system.

Divides the City into four residency districts: Districts 1, 2, and 4 as single-member districts, and District 3 as a two-member district, with the council authorized to revise districts as needed.

Requires council candidates to reside in the district for which they are seeking election, while qualified voters from the entire city may vote in all elections.

Preserves the terms of council members elected in 2019 or 2021 as at-large positions until their terms end or vacancies occur; beginning in 2023, two members shall be elected from District 3, and beginning in 2025, three members shall be elected one each from Districts 1, 2, and 4.

Takes effect upon enactment and applies to all elections held on or after that date.
