Prohibits modifications to diesel-powered motor vehicles that enable emissions of visible air contaminants exceeding legal limits or enable "coal rolling," effective October 1, 2023.

Defines "coal rolling" as operating a diesel-powered motor vehicle to emit visible air contaminants with intent to harass, annoy, or alarm a reasonable person; obstruct roadway views; or create hazards to operators, bicyclists, or pedestrians.

Makes "coal rolling" a Class A1 misdemeanor, effective December 1, 2023, unless covered under another provision of law providing greater punishment.

Requires vehicle safety inspections to determine that diesel-powered vehicles have not been modified in violation of emissions control laws, effective October 1, 2023.

Mandates eight hours of annual in-service training for sworn law enforcement officers to properly identify violations of emissions and coal rolling statutes, effective January 1, 2024.
