Establishes an 8-member Commission on Legislative Reform composed of public members appointed by the President Pro Tempore of the Senate (4 members) and the Speaker of the House (4 members), with no elected officials permitted to serve.

Directs the Commission to study and make recommendations regarding constitutional amendments concerning legislative term length, term limits, session length limitations, compensation, and per diem/mileage allowances.

Authorizes the Commission to examine other states' legislative practices, historical North Carolina legislative session lengths since 1981, current and historical legislator compensation compared to peer states, and mechanisms for indexing legislative pay such as cost-of-living adjustments.

Requires the School of Government at UNC-Chapel Hill to provide meeting space, clerical and administrative support, and prepare the Commission's report.

Mandates the Commission submit its report by April 15, 2024, to legislative leaders and appropriations committee chairs, with the Commission terminating upon report submission or that date, whichever occurs first.
