S 406 - Choose Your School, Choose Your Future

• Expands Opportunity Scholarship eligibility to allow students to attend nonpublic schools on full- or part-time basis, beginning with the 2024-2025 school year, with increased scholarship amounts based on household income levels (up to 100% of state per pupil allocation for low-income students).

• Appropriates $87 million in nonrecurring funds for 2023-2024 and $163 million for 2024-2025 to the Opportunity Scholarship Grant Fund Reserve, with increases to recurring appropriations totaling $520.54 million annually by 2032-2033 and thereafter.

• Requires the State Board of Education to develop a three-year high school course sequence allowing students to graduate within three years of entering ninth grade, with transcript notation for early graduates, and mandates public school units offer and advise students of this option.

• Establishes the Early Graduate Scholarship Program providing scholarships to students who graduate from public high school within three years of entering ninth grade and enroll in eligible postsecondary institutions, with scholarship amounts based on financial need and availability of funds.

• Reduces verification requirements from 6% to 4% of applications for scholarship grants awarded under income-based tiers and allows 2024-2025 applicants to certify rather than electronically submit domicile evidence.
