Authorizes concealed carry permit holders to carry handguns on school property outside of school operating hours if the property contains both a school and a religious worship building, provided the property owner has not posted a prohibition notice.

Allows non-sworn law enforcement facility employees who are designated in writing by their agency head to carry concealed handguns in law enforcement facilities, with the designation revocable at any time.

Repeals pistol purchase permit requirements under G.S. 14-402 through 14-405 and G.S. 14-407.1, effective immediately upon enactment for all future pistol sales and transfers.

Establishes a two-year statewide firearm safe storage awareness initiative led by the Department of Public Safety in collaboration with Health and Human Services and Wildlife Resources Commission, requiring development of a public website and toolkit by July 1, 2024.

Prohibits the firearm safety awareness initiative from being used to advocate for new firearm regulations or changes to existing laws, restricting its use to education about safe storage practices and explanation of current firearms laws.
