Senate Bill 411 Summary

• State Board of Education shall adopt rules for medical condition action plans and medical emergency plans to be implemented by public schools, charter schools, regional schools, and laboratory schools beginning with the 2023-2024 school year.

• Home school students are eligible to participate in PSAT/NMSQT, PreACT, and Advanced Placement examinations administered by local school administrative units, with parents charged the cost of testing and potentially required to serve as proctors.

• Local educational agencies must make available a parent's choice of nurse for nursing services required by a child's IEP if the child previously received services from that nurse and the nurse is employed by a nursing agency meeting standard contract terms and rates.

• Any person licensed as a registered nurse with at least two years of experience in a hospital or health clinic may be employed as a school nurse without requiring additional national certification, though non-certified nurses continue to receive noncertified salary rates.
