Mandates that Risk Category IV food service establishments be inspected once every four months per fiscal year and receive one educational visit per fiscal year that does not result in a new grade.

Requires local health departments to review priority violations from the three previous inspections, public health risk factors, and any required Hazard Analysis Critical Control Plans during educational visits.

Defines "rate of compliance" as the number of inspections and educational visits conducted divided by the number mandated per state fiscal year, not to exceed a value of 1.
