Appropriates $1,500,000 in recurring funds for each year of the 2023-2025 fiscal biennium to the North Carolina Partnership for Children, Inc., for Dolly Parton's Imagination Library, an early literacy program that mails age-appropriate books to registered children monthly.

Appropriates $200,000 in recurring funds for fiscal year 2023-2024 for a child care infrastructure study by a North Carolina nonprofit foundation to analyze employer-based solutions for child care accessibility and affordability, with a report due December 1, 2024.

Increases income eligibility thresholds for subsidized child care services effective October 1, 2023, setting maximum gross annual income at 200% of federal poverty level for children ages 0-5 and 133% for children ages 6-12.

Deems children of individuals employed by or with a designated start date at a licensed child care facility in North Carolina automatically eligible for subsidized child care without regard to income requirements.

Becomes effective July 1, 2023, except where otherwise specified.
