Establishes North Carolina as a member of the "Agreement Among the States to Elect the President by National Popular Vote" interstate compact.

Agreement takes effect when states with a majority of electoral votes enact it; once active, member states must appoint presidential electors based on the national popular vote winner rather than individual state results.

Each member state's chief election official must calculate the national popular vote total across all member states and designate the presidential slate with the highest national total as the winner.

In case of a national popular vote tie, the presidential elector slate receiving the most votes within that state is certified.

The State Board of Elections becomes the chief election official responsible for communicating vote results to other member states, and the Governor certifies the appointment of electors associated with the national popular vote winner.
