Senate Bill 417 Summary

• Establishes licensure and regulatory framework for mobile salons in North Carolina, defined as self-contained, enclosed mobile units licensed to practice cosmetic art using motor homes as defined in Chapter 20 of the General Statutes.

• Sets mobile salon license fee at $25.00 per year, with $25.00 application fee for inspection of newly established mobile salons, and applies all cosmetic art shop requirements to mobile salons except where they conflict with mobile-specific provisions.

• Requires mobile salons to be equipped with functional sink and toilet facilities, adequate clean water and wastewater storage, and prohibits services while the vehicle is moving; salon must be safely parked in legal parking spot when patrons are present.

• Mandates mobile salon owners maintain a permanent business address with records of appointments, itineraries, license numbers, and vehicle identification numbers, and provide the Board with a written monthly itinerary listing locations, dates, and hours of operation.

• Board of Cosmetic Art Examiners must adopt temporary rules for mobile salon operation, licensure, and inspection; act becomes effective October 1, 2023.
