Changes advertising requirement for Class A residue property sales from "at least two" methods to "all of" the listed methods, requiring more comprehensive public notice.

Requires notice by personal delivery or registered/certified mail to adjoining landowners and persons who have expressed written interest in purchasing the property.

Creates new subsection (f1) allowing adjacent property owners to purchase encroaching structures or improvements through negotiated sale at fair market value, either as fee simple or permanent easement.

Adjacent property owners must notify the Department before property disposal and agree to pay survey and recording costs to protect encroachments.

Department must notify adjacent property owners when it becomes aware of encroachments on Class A residue property to inform them of protection options.
