Imposes a $5.00 fee on each customer entry to adult live entertainment businesses that hold an alcohol permit, to be remitted quarterly to the Department of Revenue.

Requires adult live entertainment businesses to maintain daily records of customer admissions and report to the Department in the manner prescribed by the Secretary.

Establishes the North Carolina Human Trafficking and Child Exploitation Prevention Grant Fund within the State treasury, administered by the Administrative Office of the Courts and North Carolina Human Trafficking Commission.

Directs all collected fees to the grant fund to support local government entities and nonprofits providing programs and services including awareness, prevention, counseling, victim advocacy, shelters, legal advocacy, and mental health services to victims of human trafficking and sexual exploitation.

Requires an annual report to the Justice and Public Safety Oversight Committee and Fiscal Research Division detailing fees received, fund distribution, and how grant recipients used the money; becomes effective July 1, 2023.
