Establishes licensure and regulatory framework for mobile salons in North Carolina, defined as self-contained, enclosed motor home units licensed to practice cosmetic art.

Requires mobile salons to meet the same licensure and operating requirements as stationary cosmetic art shops, including inspection standards, sanitary requirements, functional sink and toilet facilities, and clean water and wastewater storage capacity.

Sets annual license fee for mobile salons at $25.00 per year, with $25.00 inspection fee for newly established mobile salons and $25.00 reinstatement fee for expired licenses.

Requires mobile salon owners to maintain a permanent business address with records of appointments, itineraries, license numbers, and vehicle identification numbers; mandates at least 24 hours' notice before inspections.

Authorizes licensed cosmetologists and estheticians to provide makeup application and natural hair care services outside of cosmetic art shops for wedding preparation purposes.
