Eliminates child support liability for parents whose parental rights are reinstated, covering the period from termination to reinstatement of rights.

Prevents child support arrearage from accruing when a child is placed in foster care under G.S. 50-13.10.

Suspends obligor child support obligations owed to the State during any period when the child is in custody of a county department of social services.

Reduces any foster care assistance arrears owed to the State to zero upon motion by either party and proof the child is in foster care.

Effective upon enactment and applies to cases, motions, or petitions filed or pending on or after that date.
