Increases North Carolina's minimum wage to $10.35 per hour on January 1, 2024, and to $15.00 per hour on January 1, 2025, with automatic annual adjustments thereafter based on the Consumer Price Index.

Phases out the tipped employee subminimum wage gradually from $6.50 per hour (2024) to $15.00 per hour by 2028, after which tips cannot be counted as wages.

Eliminates the subminimum wage for workers with disabilities by repealing the Commissioner's authority to establish reduced wage rates for such workers.

Removes exemptions from minimum wage and overtime requirements for agricultural workers, domestic workers, and incarcerated workers employed by state or local government facilities.

Maintains existing exemptions for executive/administrative/professional employees, volunteers, models/performers, and other categories defined under federal Fair Labor Standards Act.
