Removes the requirement that certified criminal justice addictions professionals work "under supervision" from their professional definition, allowing them to provide direct services to clients or offenders with substance use disorders in criminal justice settings.

Establishes tiered supervision ratios for certified alcohol and drug counselors: 1 hour supervision per 40 hours of practice initially, declining to 1:80 after 2 years of practice, and 1:160 after 4 years of practice.

Establishes identical tiered supervision ratios for certified criminal justice addictions professionals: 1 hour supervision per 40 hours of practice initially, declining to 1:80 after 2 years of practice, and 1:160 after 4 years of practice.

Requires certified alcohol and drug counselors and criminal justice addictions professionals to submit Board-approved supervision contracts signed by both the professional and their practice supervisor documenting ongoing supervision.

Becomes effective October 1, 2023.
