Expands the definition of "certifying entity" under North Carolina's behavior analyst licensing law to include the Qualified Applied Behavior Analysis Credentialing Board and its successor in addition to the existing Behavior Analyst Certification Board, Inc.

Allows behavior analysts to obtain credentials from either the Behavior Analyst Certification Board, Inc. or the Qualified Applied Behavior Analysis Credentialing Board to practice in North Carolina.

Maintains existing definitions and requirements for behavior analysts, behavior technicians, and the North Carolina Behavior Analyst Board without substantive changes beyond the certifying entity expansion.

Becomes effective upon passage into law.
