Increases maximum home inspector examination fee from $80 to $200 to cover online testing costs.

Adds authority for the Home Inspector Licensing Board to establish requirements for pre-licensing program course sponsors and instructors.

Eliminates the requirement for certain licensed professionals (architects, general contractors, plumbing/heating/electrical contractors, and professional engineers) to complete a short course in order to obtain standard code official certificates, requiring only passage of the standard examination.

Authorizes the Code Officials Qualification Board to charge course sponsors a $1 per approved credit hour fee per individual and a $100 per course filing fee (capped at $2,500 annually) for course approval.

Allows the Department of Insurance to develop an apprenticeship program for code enforcement training and charge fees to recover program costs.
