S467 - 2023 MOMnibus Act Summary

• Establishes a Maternal Mortality Prevention Grant Program awarding up to five grants ($10,000-$50,000 each) to community-based organizations led by black women to prevent maternal mortality and severe maternal morbidity through evidence-based programs.

• Appropriates $489,013 for fiscal year 2023-2024 and $489,013 for 2024-2025, including funding for a Public Health Program Coordinator position and grant administration.

• Requires all health care professionals engaged in perinatal care to complete implicit bias training by December 31, 2024 (or within one year of initial licensure), with non-renewal of licenses for those who do not comply within the 24-month period before renewal.

• Establishes patient rights at perinatal care facilities including active participation in medical decisions, appropriate pain management, and care free from discrimination based on race, ethnicity, gender identity, socioeconomic status, immigration status, and other protected characteristics.

• Appropriates $500,000 each for fiscal years 2023-2024 and 2024-2025 to North Carolina Agricultural & Technical State University and Johnson C. Smith University to support lactation consultant training programs targeting diverse and underserved populations.
