Establishes automatic voter registration at drivers license offices beginning January 1, 2024, allowing eligible persons to register or update voter registration unless they decline.

Requires public agencies, community colleges, and University of North Carolina colleges/universities to provide automatic voter registration options beginning January 1, 2025, with electronic transmission of applications to election boards within five business days.

Applicants must be informed of voting qualifications, penalties for providing false information (Class I felony), confidentiality of declinations to register, and information about the address confidentiality program.

Registrations become effective per existing law; applications submitted at registration agencies by the 25-day election deadline are treated as timely, and registrants cannot be denied voting due to missing the earlier deadline.

State Board of Elections must establish an education and outreach campaign to inform voters about automatic voter registration procedures.
