Establishes a minimum hourly rate of $17.00 per hour for all noncertified public school employees in North Carolina.

Directs the State Board of Education to increase the minimum of all salary grades and ranges for noncertified employees as necessary to meet the $17.00 per hour minimum.

Allows funds provided to local school administrative units to supplement salaries of noncertified employees paid from non-State funds, but prohibits use of these funds to replace existing State or non-State salary funding.

Appropriates $144,700,000 in recurring General Fund dollars to the Department of Public Instruction for the 2023-2024 fiscal year to implement the act.

Becomes effective July 1, 2023.
