• Excludes ready-to-drink premixed cocktails (0.5%-11% alcohol) sold in closed packages from the $20 per four liters mixed beverage tax.

• Allows ABC Commission and local board members to consume up to one 0.25 ounce tasting sample per product for quality control and sensory analysis purposes without it constituting a gift.

• Permits ABC stores to open on Sundays where local appointing authorities authorize Sunday sales, with operation beginning at 12:00 noon.

• Authorizes mixed beverages permittees to sell mixed beverages for off-premises consumption and delivery in sealed containers up to 750 milliliters, with delivery service permittees verifying recipient age using photographic identification.

• Expands mixed beverage permittee purchasing flexibility to buy spirituous liquor from any ABC store in the same county (or operated by the local board in multicounty systems) rather than designated stores only.
