Establishes separate school achievement and school growth grades for all North Carolina schools, with each school receiving individual letter grades (A-F) for both achievement and growth rather than a single combined performance grade.

School achievement grades are based on a 0-100 scale with thresholds at 85 (A), 70 (B), 55 (C), 40 (D), and below 40 (F); school growth grades use different thresholds at 90 (A), 80 (B), 70 (C), 60 (D), and below 60 (F).

Requires the State Board of Education to calculate an overall school performance score by weighting the achievement score at 80% and growth score at 20%, while also reporting achievement and growth scores separately for student subgroups including economically disadvantaged students, racial/ethnic groups, children with disabilities, and English learners.

Mandates local school boards prominently display current and previous four years of achievement and growth scores and grades on school websites, and provide written notice to parents if a school earns a D or F grade in either achievement or growth.

Becomes effective January 1, 2024, applying to school grades and report cards based on 2023-2024 school year data.
