North Carolina General Assembly applies to Congress under Article V of the U.S. Constitution for calling a single-issue "countermand amendment convention" to decide whether a proposed countermand amendment should be sent to state legislatures for ratification.

The application constitutes a continuing request until at least two-thirds of state legislatures make identical or substantially similar applications.

Congress is directed to call the Countermand Amendment Convention within 60 days of receiving the 34th state call for the convention.

Secretary of State shall transmit copies of the resolution to federal congressional leadership, North Carolina's congressional delegation, and presiding officers of all state legislative houses.

Resolution becomes effective upon ratification.
