Senate Bill 527 - ABC Omnibus 2023-24

• Excludes premixed cocktails sold in closed packages from mixed beverage tax stamp requirements and the $20 per four liters mixed beverage charge.

• Allows ABC Commission members, staff, and local board members to sample spirituous liquor products (limited to 0.25 ounce per product) for approval consideration without violating gift laws.

• Establishes new permit types including malt beverage shop permits, mobile bar services permits, cotenant permits, and bring-your-own-beverage permits for adult live entertainment businesses.

• Authorizes to-go and delivery sales of mixed beverages and wine by the glass from restaurants, bars, breweries, and distilleries, with beverages sold in sealed containers.

• Creates distillery estate districts allowing mixed beverage permittees and wine retailers under common ownership with distilleries to sell spirituous liquor produced at the distillery without certain tax and stamp requirements.
