Adds to North Carolina public policy that labor organizations and associations have the right to enter into labor agreements without denial or abridgement.

Repeals Article 12 of Chapter 95 of the General Statutes, which pertains to restrictions on labor organizing by public employees.

Maintains existing prohibitions on requiring union membership or nonmembership as a condition of employment and on requiring payment of union dues.

Invalidates agreements that condition agricultural product purchases or litigation settlements on an agricultural producer's union status or union membership refusal.

Becomes effective upon enactment and applies to agreements entered into on or after that date.
