Establishes the Department of Housing and Community Development as a single, unified cabinet-level department with four internal divisions: Operations, Community Development, Housing, and Policy and Legislative Office.

Creates the North Carolina Board of Housing and Community Development consisting of the Secretary (as chair and ex officio member) plus nine appointed members: five by the Governor, two by the Senate President Pro Tempore, and two by the House Speaker.

Assigns the Department responsibility for all state executive functions related to housing and community development, including community economic development, building official certification, housing production and preservation, homeless services, and natural disaster resilience.

Appropriates $25,000,000 in recurring General Fund money to the Department for fiscal year 2023-2024, effective July 1, 2023.

Amends state law to include the new Department in the Executive Organization Act of 1973, principal departments list, and allows the Governor to designate up to 425 exempt positions in the Department.
