Elevates dissemination of obscenity in the presence of a minor under 18 years of age from Class I to Class H felony, effective December 1, 2023.

Creates new restitution statute (G.S. 14-190.17B) requiring courts to order restitution for sexual exploitation of a minor violations, including medical services, therapy, transportation, housing, child care, lost income, and attorneys' fees.

Increases penalties for employing minors under 16 in obscenity offenses from Class I to Class H felony.

Increases penalties for disseminating obscene material to minors under 16 from Class I to Class H felony, and to minors under 13 from Class I to Class G felony.

Increases indecent exposure penalties involving minors from misdemeanor to Class H felony for public exposure and maintains Class 2 misdemeanor for exposure in private residences, both effective December 1, 2023.
