Senate Bill 583 Summary

• The Legislative Research Commission (LRC) shall study housing discrimination and barriers for individuals with criminal records, including examination of existing barriers, discrimination practices, and financial, social, and logistical challenges.

• The LRC shall study homelessness in North Carolina by examining housing availability in metropolitan and rural areas, identifying federal, state, and local subsidies and programs, and assessing local government capacity to decrease homelessness.

• The homelessness study shall include review of best practices from other states and unique challenges faced by local governments across the state resulting from differences in economic prosperity.

• The LRC shall report findings and any proposed legislation to the 2024 Regular Session of the 2023 General Assembly upon its convening for both the criminal record housing barriers study and the homelessness study.

• The act becomes effective upon enactment.
