Requires all health benefit plans in North Carolina to cover diagnostic and supplemental breast cancer examinations including mammograms, ultrasounds, MRI, and digital breast tomosynthesis with cost-sharing no less favorable than screening examinations.

Mandates coverage for one or more mammograms or breast ultrasounds per year for women with dense breast tissue, as recommended by a physician.

Consolidates and recodifies existing breast and cervical cancer screening coverage requirements into G.S. 58-3-271 and applies them to the State Health Plan.

Appropriates $1,500,000 in nonrecurring funds to the Community Colleges System Office for fiscal year 2023-2024 to recruit, hire, and retain certified mammography technologists for 3D mammograms in rural and medically underserved areas.

Becomes effective October 1, 2023 for insurance contracts issued, renewed, or amended on or after that date.
